Why are flags at half-staff?

By a joint resolution approved on December 18, 2001, Public Law 107-89 designates September 11 of each year as Patriot Day. Also, pursuant to Section 9.314 RSMo. , the United States flag and Missouri state flag shall be flown at half-staff at all government and public buildings from sunrise to sunset on Friday, September 11, 2026, in honor and recognition of the individuals who lost their lives as a result of the terrorist attacks against the United States that occurred on September 11, 2001.
